This is an unnecessary rule, that's more about forum section misplacement and thread quality. Maybe the first post should focus more so on these aspects.

I think that's more about (recent) thread quality than... thread validity. It helps as a TS to narrow possibilities as much as possible; providing as much information as possible, including what you're looking for, sharing thoughts/experiences, and posting in a subsection (eg. a "What class" thread as "Is X class right for me?" in the corresponding subsection of the Training Center).
