Shen does most definitely not have a high skillcap. If I can play him with somewhat reasonable effectiveness, I would think most people can since I'm a below average player. It boils down to keeping an eye on your teammates to ult, Vorpal Blading effectively (harassing and healing yourself/allies, which really isn't difficult), when to turn around to Vorpal Blade + Ki Strike + Feint a towerdiving retard, building defenses according to the enemy team, and taunting to take the DPS off your team or to break channels.
