[1.2.378] Magicians in Jump

I/L vids only leave the skill at level 1 compared to Mist Eruption which F/P max early and that's just poor game design
on nexon's end.

Chain Lightning has superior range due to the 'chain' effect as well as a 90% stun chance
for use with Extreme Magic.

Only use I see for it currently is saving pots while training.

Glacial chain will most likely be fixed though.

Not sure how that changes the fact that its Freezes, does DoT, brings monsters in range for Teleport MAstery and Eqluines, but yea it needs improvements, but it's not totally useless.
