Yah I dont know much about server merging, As far as I remember it has only happened in MSEA and I was under the idea that they got new server names when this happened.
What I consider would be a good fix for scania overpopulation would be Limiting character creation for accounts registered pass a set date in the future. That might be enough but in case it isn't they could offer dscounts and other benefits to people that transfers out of Scana.
