No. Depending on the skill, a multi-hit skill can KB a monster twice (BaM's XBlow skills not counted?). It depends on the monster's KB recovery time, and of course the KB threshold.
And... we go back to the Boss-tag monsters being un-stunnable issue again...
*edit* They gave CL a 90% stun rate... I'd rather stun than have more damage because some mobs don't like to get KB-ed properly, but for most people in e.g. LHC they'd rather it do more damage...
