IN 4th job is when you get CL, you only train on bosses so stuns don't matter.
AND even in EARLY 4th job where you don't boss 24/7, you got seal and freeze

My argument wasn't with them. My argument is toward you saying "one-hit > multi-hit."

Who the hell only trains on bosses? I mean... LHC is practically screwed now that there's no more inclined party training, so grinding will be just as it was before Big Bang.

Also, using a skill to freeze before you can attack is stupid. Just attack... You'd be wasting valuable time if you sit there and freeze every enemy before you attack them with your best skill. That's like being a Hero and using Shout before attacking every monster.
