Pretty much, yes. Elemental attacks deal 30% less damage to you, and you also have a 30% chance of completely avoiding status effects. As for it being passive, yes the resistance is passive. The only part of Guardian that requires a shield is its ability to block and knock back monsters or to block magic attacks.
