Girls hitting puberty earlier? Is milk to blame?

Why is this in the funhouse?

I was always told girls were maturing earlier because of the chemicals in milk, but I have some extremely liberal parents. I attributed it to better diets (compared to girls from 100 years ago) leading the body to think "Oh, I have the energy and nutrients to puberty, I'ma do it". Skimmed the article, and they mentioned that briefly.

For the age of consent thing - why is it 16-18? Is that when people become "mentally mature enough to have sex"? What does that mean? Why is it that age? Does earlier puberty mean earlier mental maturity?

And for a mildly related question, why are boys not experiencing the same earlier puberty thing? Or does it just not get noticed because having balls isn't a big deal, but growing breast and having periods means the end of all things innocent?
