Mitigation beats purely hp every time. Banshees and abyssal or abyssal and FoN cover your MR pretty much completely. Zhonyas armor is plenty too. RoA is overhyped on cho. It's not even that effective unless he's maining ap.
He has naturally (insanely) high hp already so hp items aren't that vital, especially early-mid game.
