I find it hard to believe that 17k were banned manually.
If their tools are any good at all, it won't take more than 10 seconds to select the spam advertiser, click the macro for "advertising selling nx/mesos for $", and move on. It's not like they're hard to find... they all sit in the FM Entrance/FM1 spamming. Then you just cycle through the servers.
Hell, they could be autobanned, and then have a GM review the last 5 messages they sent before being banned and confirm it as permanent.
