Ultimate weapon stats: 30 boss, 30 ignore mob, 6 total dmg

Hi, are there any ways of checking if boss 30 and ignore pdf are mutually exclusive?

It seems to be very difficult to obtain.

Are there any probabilities tagged to these stats or are they equally weighted.?

These two are possible to get together after all.

Although it isn't the second line and we all know the third line can be above average, this might satiate a "SS plz".
