[Big Bang] Cygnus Skill Tables/Notes

I found a mistake in the Thunder Breaker III Table. The cooldown time of Transformation is 500-15*SP, not 500-10*SP. So at level 20 the cooldown is 200 seconds.

Secondly:

I don't know if Cygnus 3rd job skills can be levelled past the mastery level, but I have it enabled for now.
