That's why I left some of my rings at level 16. Going to level and make tradeable at the same time, on the 3rd. If Nexon messes up the conversion of already existing 17s to tradeable, I'll be among the first few to have some for sale.
("First" because I am sure they will fix that issue. Eventually.)
Either way I'm not too bothered. My main has a level 17 ring, and if it never becomes tradeable, well, less profit for possible hackers. Any extra rings, for secondary chars or for sale, are gravy.
