Level 200 noblesse?

Try leveling a Cygnus past 120 with commands then say that again.

When you're at 120 with the "EXP+" effect, your experience goes down as soon as you touch another monster. The game doesn't let you even if you spam packets. Which quite frankly wouldn't do anything anyway since you can't packet edit experience.

Like I said, normally, that can't be done. By commands I mean GM commands. It's possible to get Cygnus and Adventurers in private servers to level 255 by default, which means it's possible to do so in the official server too. Normally, yeah, you can't do it. However, with the right hacks or GM commands, it's more than possible to get past the level cap.
