The vast majority of it was spent on polishing the game and fixing bugs. That said, here's some notables:
--For most, if not all, skills that can target both friendlies and enemies, the preference is now weighted towards enemies rather than friendlies. This is possibly a stupid decision to make for Soraka's Infuse in a heated team fight.
--Urgot got a small nerf to his staple skill Acid Hunter, and a glitch that was causing slow stacking is now fixed. While he won't be any less annoying to deal with, he'll be a bit more in line in terms of balance.
--Caitlyn now has more attack speed per level, making her late game a bit more viable now.
--Turrets now interact differently from before. Tower-diving early-game is more punishing, but mid-late game it's easier to destroy them.
--Slow stacking penalties are increased to 65% from 50%. Things like Karthus's Wall of Pain say "lolololol!", while slow-spamming feggots like Anivia will cry a little inside. That said, slows are still fairly potent and should not be underestimated, especially since they tend to come in single packages anyways.
