I honestly dont care about the intentions. Even the best of intentions dont always produce the best results.
Then, as long as you are going to discriminate based on the color of the skin, far as I'm concerned, it is racism. We are giving benefits to one race/gender and rejecting others from those same benefits based on those factors that are uncontrolable. The way it is now is like this:
"Kid one gets $100 to start his college fund because his skin is dark"
"Kid two gets nothing to start his college fund because his skin is lighter"
How is it not racist to give one kid money based on their skin color and not money to the other kid? And lets assume that the only difference is their skin color.
