I guess they think a handful of hours spent on this would set them back enough for it to be out of the question? Especially since pap used to be for the exp but now bossing in general isn't worth it for exp compared to the exp you could get in the same amount of time at LHC. I was under the impression they made cracks quest items again because of the community issues involved with pap entry so they stopped pap killings until it could be fixed somehow, but hime's reply makes me think it was a legit error on their part.
