Just talk to the respective instructor and gather those 20 or so hard-as-pineappleing-hell-to-get quest items for the passive "equip equipment up to 10 levels above your level" skill, then repeat it (I think) to get the attack skill. Repeat to gain an additional skill level in the attack skills once you hit or pass the appropriate levels.
