Is it just me or is that like 3x worse than the actual skill Dawn Warriors have?
It's the exact same as Dawn Warrior's at max except it hits 6 monsters instead of 8. Of course it's going to be weaker when it's not maxed. You expect it to do 246% at level 1, 247% at level 2 etc?
