Let me try and help you understand my explanation(because I completely understand the counter point).
let's disregard the whole 2x aspect of it. The description of the coupon says "This coupon allows users to earn 130%/150% Exp". As in, 0-->100% (aka 1 level) + 30%/50% more. It is nerfed. It willl not allow a lv 1 user to gain xxx% amount of exp within the hour because the description states it only "allows users to earn 130%/150%"

Can you make sense out of that? I can't spoon feed it to you anymore than that.

Why is this so difficult to understand?

Here's a good example. Hurricane does 200% damage. That means your range x2 (ignoring defence, etc any other constants). Strafe does 150% damage. That means your range x1.5.
Double experience gives 2x, which is 200% exp. These give 150% exp, which is 1.5x.
