There's a lot of animations going on that makes it appear to be slower such as the very start of throwing the pokeball and releasing the pokemon or the long animation scenes(using watergun seems like it takes ages). I like watching the animations so I don't turn it off. It's the same thing with diamond/pearl so it's not a very big deal though and doesn't affect the overall experience as it's still pretty fun and addicting.
