Find small patches of grass and run back and forth infront of them until one of the grass tiles start shaking, then go in that patch.

Depends on how far inside the patch of grass the tile is, and yeah, N gave me a creeper vibe, especially when you fight him the first time and hit his Pokemon once (MOAAAAARRRR)
On another note, I can't wait till my Blitzle hits Lv18. Flame Charge (almost) GET!
