Hey, when a guild buys one of those skills, does that skill become a permanent addition to the beginner skillbook as long as the character remains in the guild, or is it a temporary buff that lasts for a limited time and has to be bought again to continue using it?

It's a skill that resides in the Guild menu that you must pay a fee every time you want to use it.

I also think I remember that you have to rebuy the skill in its entirety every once in a while.
