Well i can understand him not wanting to waste a few levels getting it to level 8 for the 12 att, but personally i wouldn't want it to kick in and make my att bonus 11 instead of 12 for half a minute. (but i use pills/dragon milk so it wouldn't be that big a deal, i'm assuming he's going to use war elixers). It's not like 1 att makes THAT big a difference but meh.
Looking more at it, what's the point of putting points in charge if you aren't going to max it/an attack skill? You can just use the att pot you'd have on anyway and it's not like 2 avoid, 2 acc, 20% PG damage, and 14% chance of stance will help that much. O_o
