1) AP Resets which are something like 4800 NX ea in Cash Shop reset 1 AP each. So that's about 37 AP resets to get your dex to what it will be at 200 after 999 base str.
2) I personally never found Ground Smash that amazing on my DK except for hitting mobs on a somewhat higher platform (top 2 of Jesters namely). But yes, both are replaced easily by Charged Blow. The soonest you can get that is 71, though. Need at least 1 in a charge first.
