Ipconfig can't really do anything, the only thing it does it "renew" your IP-adress when it's connected to a DHCP server (most common with ISP's).
Actually it does near the same thing as pulling out the network cable for 5 minutes, and put it back in.
Btw, most of the time it won't change your IP adress, because the DHCP server has a "lease" time that's bound to your network card's MAC adress. Only if you disconnect your network card cable long enough (24 hours+) you -could- get a new IP. But lease times can also be set at a duration of 1 week, so it doesn't always work like that.
Also, you IP adress has nothing to do with being able to patch or not... I don't know this game, but I think there is something else going wrong. Can't you just re-download it as a whole?
So, don't worry, nothing really happened with your internet!
