I don't have to assume; They were offering far less than the average person could survive on for GM positions in the area, why would they offer decent rates for other positions?

Only partially. As long as those jobs have been up there I don't doubt they're offering really crappy pay compared to other companies. The degree of lowball was satire though, yes.
