Wind Pierce is ridiculously slow. As far as I know, all Cygnus skills merely have the same stats as their maxed variant at level 5, except Flame Gear has some retardedly low duration and DoT.

Wind Pierce is marginally useful in 3rd job since it does slightly more damage than Inferno and Blizzard, but since it cannot pin monsters and gains no elemental advantage, it's not significantly useful for Rangers who cannot freeze. It otherwise does 714%/s compared to Inferno's 625%/s + 50%/s DoT, and Blizzard's 556%/s. Since it's so slow, it allows monsters to close in very easily (regardless of whether you care about taking damage or not, monsters will walk behind you, and being hit slows down training significantly if it happens frequently). Snipers can counteract this with freezing with Blizzard, but since they get Pierce in 4th job, it becomes an obsolete skill. Rangers cannot counteract this disadvantage though, leaving the skill less than ideal for mobbing unless it's the difference between certain HtKO scenarios.

As such, given the obscenely low drop rate for the item required (unless they've changed this) in the quest to get the skill, you're better of wasting your time grinding to 120, as you're guaranteed to reach 120, and you're not guaranteed to learn the skill, let alone reach level 5 of it. It can otherwise be a useful skill for a UA Sniper, but I would not recommend making a UA Ranger for this skill.
