PSN 360 arcade and steam as jon said, it will only be available via digital distribution according to the Wikipedia page

It is indeed a lot like B&W although I'm not sure if you have any control over the bots in game, just the environment i belive you need to protect the island dwellers from different types of natural disasters. I dont think it will be a massive game.
