A is better, T- Mobile is a large provider in MD so roaming is unlikely. Also, youre going to want a phone at basic. You get a phone call once a week or so. If you don't have one you will stand out, the last thing you want to do in BMT. I'm stationed at joint base andrews right now, half of the people in this room use T-Mobile. Worst case you get shipped overseas/out to sea and you jsut have to degrade your plan to the cheapest one available, usually 10-20$ which isnt exactly a stretch.
