POLL: Should we add Wrathfire Bracelet item?

Wrathfire Bracelet - requires Blasting Wand, Amplifying Tome, Null-Magic Cloak, Upgrade (600)

Gives +70 Ability Power, +30 Magic Resist, and has "On spell cast, you
nuke nearby enemies for Magic Damage equal to 9% of their CURRENT
health." 4 second cooldown.


We have not had much testing on it internally, but we'd like to roll out an anti-stacked-HP item for casters (don't worry, physical are getting one, too!).

EDIT: It has a radius of 700, centered around the caster. We might need to pull that in to 650 or 600.

Some certain in-your-face champions like Kassadin and Amumu will have a hayday over this.
