I see what youre saying and have heard the same, but honestly i would tend to disagree to that being true. T3 runes vs no runes does make a noticeable difference. However, having a general set of runes for all casters for example, wont put you very far behind someone who has a set of runes for each caster. IE, you use magic pen, mana regen and cooldown reduction for all your ap champions, but your friend uses magic pen, health, and cooldown reduction on vlad. The difference in those two set ups will not be much even though you get no use from mana regen on vlad. Also, for the most part, runes are only going to make a huge difference for the first few levels. I dont know that i would call it game breaking, but it is something.
It really sounds like im defending riot/how runes work, but i do feel all runes could use a nerf and if needed, just buff base stats like they did recently with mana regen.
ill go try a runeless/limited mastery jungle udyr. I really cant see udyr getting blue buff at level 1 without the extra health/damage/armor and without blue low level udyr goes oom super fast.
EDIT: ok i was wrong about udyr, here is what i did.
No runes at all
10 mastery points
-smite mastery in offense
-1 into hardness (2 armor)
-ghost mastery, 3 into mp/hp regen, 4 into increased exp
Started with cloth armor and 5 health pots, phoenix stance and went to wrath camp. Smite the big one, use phoenix active and a health pot. Wolf camp next, keep using health pots and then do the mini golems and wrath camp again. I almost died doing wrath camp the second time(14 health at one point) but I had an extra health pot, so when you get to wrath camp use a health pot, wait 5ish seconds and then start. Recall, buy a long sword and two health pots(have to wait 10 seconds for the second pot) and head to blue buff. You should be level 3 with 2 phoenix and 1 turtle, just keep switching between them. Then go do wolves, wraths and mini golem again. Recall and buy razor then get red buff. Easy sailing from here on out
