Holy arrow is technically stronger than magic claw due to the monster's defense and magic claw hitting 2x.

According to hidden-street.net, at level 11 for SR even though the base attack is the same, the mastery is still lower. So it'll take a couple of more points to outdamage HA.

Then again SR is a mob skill and I think that's where people got the idea 1 SR > 30 HA.
