Not entirely. Unless something changed as of late, the nerfed SD will still beat the buffed ACB. Against a neutral monster with Holy+Lit, you're comparing 1069% vs 757.35% [SD vs ACB], if I remember right with how Lit works on Dual Charging. Of course elemental weak only helps the cause of SD even more =/
