Okay I just re-read your post. There's a difference between Penetration and Reduction. Penetration is a stat that adds on to your attacks alone, and treats the enemy as if they had lower defense. Reduction is a debuff that everyone on the other team benefits from, and can reduce the enemy's defense rating below 0 (Penetration cannot), but otherwise it's like Penetration. Reduction is factored first before Penetration, e.g. if you had 20 Armor Penetration and 20 Armor Reduction at your disposal vs. an enemy with 30 Armor, your attacks would only do damage as if the target had 0 Armor, a.k.a. full damage, but not over 100%.
