Its best if you wait until you hit Level 20, because Tier 1 and 2 Runes aren't really worth the money to spend on (the effects it gives aren't good). Plus most players won't get runes until they hit the minimum level needed to obtain Tier 3 Runes. Tier 3 Runes offers a bigger bang for your buck.
And plus, you have time to decide what path you want to take BEFORE you even hit Level 20. That way, you won't waste $ on useless Tier 1/2 runes and therefore have enough to spend on what you actually need for a solid, well-rounded Rune page when the time comes.
Before I look like a hypocrite...brb getting Tier 3 Runes.
