I thought Craven's requirement was 20 above the Pirate set though, so getting 21 dex from there wouldn't work, it needs to be a Studded set or less.

17 DEX Bottom - level 70 - 300 mil ish
4 DEX 15 LUK Top - level 35 top that has 3-5 DEX clean, or lv 70 top, or lv 80 Top. - 170 mil ish?
4/10 DEX PAC - 600 mil ish
13 DEX Earrings - 250 mil ish
8 DEX Facestompers - 700 mil?
8 DEX Nose - 400 mil ish
22 DEX HT Pendant - free if you're on the HT squad or 500 mil (in Khani, dunno about other worlds)
That's 3.12 bil if you buy the Pendant.
25 base DEX + 33 DEX Helm + 10 DEX PAC + 13 DEX Earrings + 8 DEX Facestompers + 8 DEX Nose + 22 dex HT Pendant = 119 DEX. Then equip the bottom (level 70 or below).. 119 + 17 = 136. Then equip the lv 80 or below top. 136 + 4 = 140.

Level 25/30 bottoms have 1 DEX, level 60 bottoms have 2 DEX, lv 70 bottoms have 2 DEX. That's if it isn't above average. You managed to land 5 30%s on your skirt, and if you scrolled a lv 60/70 bottom that would be 17 DEX. If you had scrolled a Green Pirate Skirt with 3 DEX (average), it would've been 18 DEX. So yeah, it's not that hard.
