There's one scenario I can imagine that one can avoid a Rammus. Tristana, for example, can use her ult to push Rammus back, then use her Rocket Jump to gain some distance, and if she has Ghost, then make a run for it.
If the chased player makes some wrong moves at the wrong time, then oh well. Tough luck
I have only done very few successful 1v1 chases with Rammus. Sure you can pick out my mistakes and whatnot. But those opportunities only present themselves once in a long while; you cannot do this unless you're sure you're not going to get countered by the enemy's teammates, and if you're really sure the enemy does not get back to the safety of his base in time.
Congratulations, you only found one scenario! All the other carries are presumably going to die. Way to counter your own claim.
And yes, the 1v1 chases are a rare scenario. But he's still effective even when there's other guys around. Plus, he makes a good straggler catcher if he has some spare durability left (which can happen since people are taught not to focus tanks in the first place).

Hell, I laned with rammus for 300+ games before i even attempted to jungle and did great almost all the time, but no one ever stopped to complain that he was OP.
There's more to the game than just laning you know. It's just that people began to slowly realize that Rammus is god at ganking while filling the tank role, needing little reliance on summoner spells and whatnot. Demographics, playstyles, blah blah blah.
Hell, when I picked up on Anivia, she was just a champion in the recesses of people's minds, and she was a rare sighting (helped making Qs land much easier since they thought it was just another auto-attack snowflake). Then over the months, Riot gave her a slight buff in one area, then another, and no one really paid much attention. Then suddenly out of nowhere she becomes a focus of QQing. Granted, Elementz had a hand in that. But when the smoke cleared and the facts were examined, it turned out the real source of grievance was R+E (anyone complaining about Q is a baddie imo, it's slow for a skillshot), which was untouched since Anivia's creation afaik. Yes, even during the patch when CCs were supposedly made separate from other effects for the purposes of Mercury Treads and Cleanse.
