Rammus was barely/ not even touched at all for months and suddenly people notice he's a good ganker so they jungle with him and suddenly, just like that, he's op.
Hell, I laned with rammus for 300+ games before i even attempted to jungle and did great almost all the time, but no one ever stopped to complain that he was OP.
