You know what, since you're so confident, let's have a hypothetical situation modeled around this victim shall we? Who knows, maybe I'm wrong. Rammus has Flash and Exhaust, chasing down a typical ranged DPS carry through the jungle. They're both by themselves. What should the DPS carry do to save him/herself?

Unless my memory is a phailure, he didn't get hit hard like other champions that got the nerfbat. You weren't around to witness OP Garen hit rock bottom. So here's what's happened so far:
v1.0.0.109
* Puncturing Taunt cooldown increased to 12 from 9
v1.0.0.110
* Powerball slow duration reduced to 3 seconds from 4
* Powerball slow percent reduced to 20/25/30/35/40 from 28/36/44/52/60
The small thing that the CD increase for taunt did was make it so you couldn't consistently chain Powerball/taunt the guy as effectively, but the slow from Powerball still allowed Rammus to manhug the crap out of whoever he's chasing. Other than a few special cases, the Powerball nerfs hardly did anything different, and I can't immediately think of a situation where this actually makes a big difference without going into the gray areas such as duo battles in the jungle.
Rammus will still contain his uniqueness based off of what his abilities do. But it's certainly no fun if the abilities are in some way broken or overpowered. To put it in an extremely obvious example, old Twisted Fate has the ability to teleport wherever he pleases every 40 seconds with max CDR and was separate from his ultimate. How the hell do you stop that?
