Not entirely random - there's a sort of sequence of reverse items. First item gives +3 to 1 skill. Second adds another skill to that list, giving +3 to 2 skills. Third item, +3 to 3 skills, including the ones previously mentioned. I think the Warrior's Helm was the best when I was trying them on Tespia (8-9 4th job skills +3), and the overall gave +3 to about 4 skills.
Plus they sometimes affect skills in earlier jobs - but you'd need to have at least 3 points missing to see it, cause CO won't push them over max.
