1. No. A UA will only get the skill pertaining to its own job.

3. It applies to every branch within the same job. i.e. A UA Bandit can also get and use Vampire, not just UA Assassins.
4. They don't. They need to complete a quest made available every 10 levels (I think) to level the skill up by 1 point.
