Just the job of its Branch. (Thief can only get vampire,Warriors -> Soul Drive, and so on)
IIRC the UE gets the lvl 1 skill when you make him, you still have to do the quest to lvl up the skill. Non-UE need to do a ridiculously long quest to adquire the lvl 1 Special Skill.
