What I've read is that harakiri has evolved to be a way of saying suicide in general, while seppuku hasn't.
As the wiki article reads, the fact that "harakiri" has become the oral form of speech leads me to the conclusion that it's probable that now it's used to generalize different forms of suicide. Makes sense.
