200+ wins =/= high ELO. It definitely means you have more experience though, as then you probably won't be caught flatfooted when you see Gragas suddenly appearing over a wall without using Flash. There's definitely a difference between lvl 10 1500 elo players and lvl 30 1500 elo players when it comes to experience in playing the game (smurfs excluded of course).

Exhaust was nerfed vs. auto-attackers, buffed vs. casters. It's more of a general purpose spell now, and I sure as hell love being able to save people whenever I see an ulting Fiddlesticks.
