The first part is entirely dependent on what characters you play, as there are lots of runes that can be used on similar characters, and some runes that are specific to one type of character. I believe a full 3rd tier rune pages is around 10k IP give or take, so chances are good you'd only have enough for one or two pages, but depending on what you like to play, that might be enough.
The second has nothing to do with how good the 14 characters are in ranked games, it's just the bare minimum to play in ranked games. Obviously you want to have a better selection, but my point was that it wasn't that hard to have enough chapmions to play.
