Your title is misleading. It states right there in the article that hospitals are exempt, meaning not included, in the rolling blackouts. And even if I read that wrong and they are in fact going to be without power, hospitals have multiple generators that are able to keep themselves self-sustained for quite some time.

Now, as for worsening road conditions there could be some more accidents happening. The only thing I can think of is traffic lights. Street lights aren't so much of a problem as long as headlights are working properly.

Also, since the stadium sits on multiple grids, I don't think it's possible that the stadium can be without power at any one time. So, in a way, it's less impacting.

EDIT: okay, I see now. Hospitals WERE in the rollouts, however, the intention was that they would be exempt. My fault.
