Mundo is not a tank, simple.
No matter how much HP and armor you build on him he can not protect your team, even if you run for their squishies you leave your team 100% not protected.
Mundo has no CC what so ever, not counting his cleaver slow since it's not that amazing in a teamfight, it's good for chasing but not in a teamfight.
And whenever i see people pick mundo i make sure someone on our team got ignite and if he does what many mundos do and run into all of us we just focus him down fast, if he pops his ult, ignite ruins that for him
To me building mundo as a tank is like building olaf and vlad as a tank. Or building nasus full tank.
It works, a bit. But it's not the best.
