That's ridiculous, because if you pick money from the street that seems to have no rightful owner, anyone is a potential owner of that money. Problem solved.
Not making an effort makes you awful, yes absolutely. If a dog was walking down the street with no tags or collar it doesn't give you the right to take it home and keep it forever, you bring it to the proper authorities where the owner at least has a chance to recover it, regardless of how negligent they may have been. Money should be no different. Just because it's something you want doesn't mean it belongs to you upon finding it.
And bringing up all the things you do right doesn't lessen the things you do wrong.
