Now, there's some ganstalisious dude with loud music blasting from his headphones (or maybe just his phone, actually, not even bothering to use headphones to listen to his music). He has no shirt on, his pants are practically down to his ankles, and $200 falls from his pocket. Do you tap him on his shoulder and return it to him?
Some people aren't judgmental enough to care about appearance when it comes to something like this. Or at least they say they would treat both equally in this kind of situation.
I would be more inclined on giving the money back to the old guy, because older people are usually less aware of their surroundings and/or actions. Not to say that I 100% would for sure.
